An effective testing development and management software system should have the following features and capabilities.

1.  Easy to use by SMEs (subject matter experts); this means that no programming knowledge is required in order to create and publish the quizzes.

2.  Have a wide range and variety of questions types; these should include true/false, multiple choice, multiple answer, matching, fill in the blank, sequencing, hot spots and essay.

3.  Have flexible scoring and grading options; this includes being able to assign credit for partially correct answers in multiple answer and matching type questions.

4.  Should be easy to incorporate multimedia; this includes images, narration, background music and videos in various formats. It should be possible to add media in the questions, answer options and feedback.

5.  Flexible answer feedback options; these should include general feedback to the question, as well as specific feedback for each answer option.

6. Links to external images, documents and files should be available at the question and feedback pages.

7.  Have test item banks, specified sampling of questions, and randomization of both questions and responses.

8. Different delivery options including web-based, CD-ROM, print and mobile telecommunications devices.

9.  Options for tracking, analysis and reporting of quiz results; this means the capability to send results to a Learning Management System (LMS), e-mail the results to user / manager / others, send results directly to a database, and/or export to a quiz management system (QMS).

10. Finally, the quiz system should have a learner registration, management and administration capability.
